IPI Now Accepting Applications for Li Journalism Fellowship

VIENNA, 31 Jan. 2012 - The application period for the new Li Journalism Fellowship is now open and will run until 1 May 2012, the International Press Institute (IPI) announced today.

The annual, two-month fellowship is named after IPI Vice-Chairman Simon Li, a former assistant managing editor for The Los Angeles Times, and his wife, June, in recognition of their years-long support for IPI and press freedom.

The Li Fellowship is open to professional print, TV, radio, and online journalists who have a minimum of five years' reporting experience and who can demonstrate a commitment to excellence, ethical standards and the role of press freedom in promoting fundamental human rights.

Based at the IPI General Secretariat headquarters in Vienna, Austria, the Fellow will focus on a research or other project - which must include a press freedom aspect - agreed on by the Fellow and the IPI selection committee.

IPI will provide a monthly stipend to help cover the Fellow's expenses while in Vienna, as well as a two-month public transport travel pass. Fellows are responsible for covering travel and any additional living costs, though IPI will assist in locating accommodation.

Applications will be considered by a selection committee comprised of four representatives from the IPI Board of Directors as well as Mr. Li. IPI particularly welcomes applications from U.S. minorities, African and Asian journalists, and journalists who have focused on Africa or Asia.

"The Fellowship is a fantastic opportunity for a working journalist or a journalist in transition to further his or her career while contributing to IPI's valuable press freedom work,” said IPI Executive Director Alison Bethel McKenzie. "We look forward to receiving strong applications from media professionals across the globe."

The Fellowship will preferably take place during the months of August and September, though the exact time period is negotiable depending on the needs of the Fellow and IPI.

IPI notes that Fellows who intend to take a leave of absence or sabbatical from their place of employment must have written consent from their direct supervisor or media house to participate in the Fellowship.

IDRC and SDPI Fellowships in Governance, Security and Justice

The International Development Research Centre (IDRC) in collaboration with the Sustainable Development Policy Institute have launched the Call for Applications for fellowship opportunities in the areas of governance, security and justice in South Asia.

Students intending to pursue Masters, MPhil and PhD degrees in South Asian universities in the fields of governance, security and justice. The program is open to nationals from Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka.

SDPI will manage these fellowships in South Asia and the program focus is to address research gaps and analytical capacity in issues revolving around degree programs in governance, security and justice. SDPI’s Centre for Capacity Building will also coordinate for students, short term intensivetraining courses in research design, academic writing, field research, dissemination through advocacy and outreach.

On the occasion of Sustainable Development Conference held annually in Islamabad, IDRC fellows will be given the opportunity to share their research findings during a multidisciplinary discourse.

AIDS United Cash Grant of $25,000 and Support for Participation in the XIX International AIDS Conference

AIDS United has announced the funding opportunity for NGOs globally to apply for the 2012 Innovative Strategy Award for Access and Retention in HIV/AIDS Care.

The award provides a cash grant of $25,000 and full support for one organizational representative to attend the XIX International AIDS Conference in Washington, DC, USA. The awardee will share their story and strategy with the HIV/AIDS community and public health field at a reception in their honor. The awardee will be provided with airfare, lodging, per diem, and conference registration for one representative.

This award will provide an opportunity for organizations around the world to demonstrate innovative strategies and share them with their global peers.

In order to demonstrate success, applicants must provide evidence of change and success as a result of implementing their innovative strategies (e.g., when possible please provide measurable outcomes such as number of people accessing antiretroviral treatments, or number of people with an undetectable viral load). AIDS United values novel approaches that integrate strategies from intersecting health fields into the HIV/AIDS field. Innovative strategies that are not heavily dependent upon significant resources are of particular interest, as many organizations and communities are facing diminishing resources both in the US and globally. Finally, it looks for solutions that can be brought to scale and applied broadly across a range of communities.

GOVERNMENT SCHOLARSHIPS

As part of their commitment to international development cooperation, governments of developed countries such as USA, UK, Australia, Japan, and Europe offer government scholarships to international students from developing countries who wants to study abroad.

Government scholarships are usually implemented as part of bilateral agreements between developed nations and developing countries. The most popular and the largest of such scholarships are being offered by the United States, UK and the British Commonwealth, The Netherlands, Belgium, Sweden, Switzerland, Norway, Australia, New Zealand, and Japan Government. Most government scholarships are development scholarships wherein students are expected to return back and serve their home country after completing the scholarship.

United States Government Scholarships

The Fulbright Program is the flagship international educational exchange program sponsored by the U.S. government and is designed to “increase mutual understanding between the people of the United States and the people of other countries.” Two grants under this program are specially targeted to developing country students:

Fulbright Foreign Student Program

The Foreign Student Program brings citizens of other countries to the United States for Master’s degree or Ph.D. study at U.S. universities or other appropriate institutions. The program brings more than 1,800 foreign students from 144 countries to U.S. universities each year.

International Fulbright Science and Technology Awards

The International Fulbright Science and Technology (S&T) Award for outstanding foreign students is designed to be among the most prestigious international scholarships in science and technology.

Hubert H. Humphrey Fellowship Program

The Hubert H. Humphrey Fellowship Program brings outstanding mid-career professionals from developing and emerging countries to the United States for a year of professional development and non-degree academic work at the graduate level. Grants are awarded in various social and public policy fields. Nearly 4,150 fellows from approximately 156 countries have participated in the program since its inception in 1978.


UK & British Commonwealth Government Scholarships

British Chevening Scholarships

The flagship scholarship scheme of the British Government, the Chevening Scholarships are one of the world’s top scholarship schemes and provide scholarships to around 1000 leaders from over 130 countries to study in the UK every year.

Commonwealth Scholarship Program in UK

Commonwealth Scholarships in the UK are administered by the Commonwealth Scholarship Commission, a non-Departmental Public Body established by Parliament as part of UK’s contribution to the international Commonwealth Scholarship and Fellowship Plan. The program offers scholarships for undergraduate study, postgraduate study, distance learning, academic fellowships, and professional fellowships.

Commonwealth Shared Scholarship Scheme

The Shared Scholarship Scheme is a joint initiative between the UK Department for International Development (DFID) and UK universities, to support scholarships for students from developing Commonwealth countries who would not otherwise be able to study in the United Kingdom. Awards are for taught postgraduate courses only.


European Government Scholarships

The Netherlands

Netherlands Fellowship Programme

The Netherlands Fellowship Programmes (NFP) are demand-driven fellowship programmes designed to promote capacity building within organizations in 57 developing countries by providing training and education to their mid-career staff members. The NFP is funded by the Netherlands Ministry of Foreign Affairs from the budget for development cooperation. The fellowships are offered for short courses, Masters and PhD programs.

HSP Huygens Programme

The prestigious HSP Huygens Programme is open to excellent students from all countries of the world. It is aimed at talented students who want to come to the Netherlands in the final phase of their bachelor’s studies or during their master’s studies.

MENA Scholarship Programme

The MENA Scholarship Programme is initiated and fully funded by the Netherlands Ministry of Foreign Affairs. The MENA Scholarship Programme aims to contribute to capacity building within organizations and institutions in the six selected countries: Algeria, Iraq, Lebanon, Morocco, Oman and Syria. Moreover, a network of over 100 alumni positively contributes to the relations between the Netherlands and their respective countries.


Belgium

VLIR-UOS Scholarship Program

Every year, with the support of the Belgian Directorate-General for Development Cooperation (DGDC), VLIR-UOS awards scholarships to students from developing countries to study one of the 15 International Course Programmes (ICPs) or one of the 6 International Training Programmes (ITPs). The ICPs and ITPs target people from the South with a responsible position in civil society (at a university, school, NGO, ministry, etc). Each year there are a maximum of 180 scholarships available for first-year ICP students and a maximum of 70 scholarships for ITP participants.

Under the ICP Ph.D. programme, a maximum of ten Ph.D. scholarships can be granted every academic year to excellent ICP graduates from a developing country.


Norway

Quota Norway Scholarships

The Norwegian government provides scholarships for students from developing countries in the South and countries of Central- and East-Europe and Central-Asia under the Quota Scheme. The overall objective of the Quota Scheme is to promote the internationalization of higher education. Today, the scheme provides funding for a total of 1100 students, 800 of them from developing countries in the South and 300 from Central- and East-Europe and Central-Asia.


Germany

DAAD Scholarships for Postgraduate Courses with Special Relevance to Developing Countries

The German Academic Exchange Service (DAAD) supports a range of postgraduate courses at German Universities which aim at providing academically educated young professionals from Developing Countries with further specialized studies.

DAAD Research Grants for Doctoral Candidates and Young Academics and Scientists

DAAD research grants provide young foreign academics and scientists with an opportunity to carry out a research project or a course of continuing education and training at a German state (public) or state-recognized higher education institution or non-university research institute.


Switzerland

Swiss Government Scholarships

The Swiss government awards a range of scholarships to foreign students through the Federal Commission for Scholarships for Foreign Students (FCS): university scholarships (Swiss universities and Federal Institutes of Technology), arts scholarships (schools of music and fine arts) and scholarships for universities of applied sciences. These scholarships provide graduates from all disciplines with the opportunity to pursue postgraduate studies or research in Switzerland at a public funded university or recognised institution.


Sweden

Swedish Scholarships for International Students
The Swedish Institute provides about 600 scholarships to highly-qualified international students from developing countries who wants to study at Sweden Universities.


Denmark

Danish Scholarships for International Students

The Denmark Government welcomes highly qualified and motivated international students from all over the world to study in Denmark. A number of scholarships are therefore offered each year by the Danish Ministry of Education to fund students from countries outside the European Union/ European Economic Area. The scholarships can be awarded for a full degree programme or for part of a degree programme at undergraduate level.


Italy

Italian Government Scholarships

Scholarships/study grants are awarded by the Italian Government to foreigners as a contribution toward their studies and research in Italy, aiming at spreading the Italian language, culture and sciences abroad and at promoting cultural, economic and technological cooperation worldwide.


France

Eiffel Scholarships

The French Ministry of Foreign and European Affairs launched the Eiffel Excellence Scholarship Programme in January 1999 to support French centres of higher education in their international outreach initiatives, in a context of mounting competition among developed countries, to attract elite overseas students on master’s, engineering and PhD courses.


Slovakia

Slovak Government Scholarships

The provision of development aid of the Slovak Republic (SR) in the area of education takes the form of the award of scholarships of the Government of the SR that are consistent with the conditions approved by the Government Resolution No.344/2010 of 25 May 2010 for developing countries and for Slovaks living abroad.


Spain

MAEC-AECI Spain Scholarships

The scholarships are implemented by MAEC-AECI for Foreigners pursuing Masteral and Doctoral Studies (both under the plan as old as the European Higher Education Area) and Research in Spanish universities and their affiliated centers and other agencies.


Greece

Hellenic Government Scholarships

Scholarships are granted by Hellenic Ministry of National Education and Religious Affairs to foreign nationals who wish to attend undergraduate or postgraduate studies or conduct a research study in Greek Universities or Centers of Scientific Research for the academic year 2010-2011, as well as a summer seminar of Greek Language and Civilization for the summer of 2010.


Czech Republic

Czech Government Scholarships

The Government of the Czech Republic offers a number of scholarships within the framework of its Foreign Development Assistance Programme in support of the study of foreign nationals from developing countries at public institutions of higher education in the Czech Republic.


Hungary

Hungarian Government Scholarships

Through the Hungarian Scholarship Board Office, the Hungarian Minister of Education and Culture offers scholarships for foreign students and professors of higher education institutions as well as research fellows who intend to gain further professional experience in Hungarian institutions of higher education or research.


Australia and New Zealand Government Scholarships

Australian Development Scholarships

Australian Development Scholarships (ADS) are a bilateral program within the Australian scholarships program. Australian Development Scholarships equip scholars with the skills and knowledge to drive change and influence the development outcomes of their own country through obtaining tertiary qualifications at participating Australian higher education institutions and technical colleges.

Endeavour Awards

The Endeavour Awards is the Australian Government’s internationally competitive, merit-based scholarship program providing opportunities for citizens of the Asia-Pacific, Middle East, Europe and the Americas to undertake study, research and professional development in Australia.

Endeavour Postgraduate Research Scholarships

The IPRS program enables international students to undertake a postgraduate research qualification in Australia and gain experience with leading Australian researchers. Netherlands Fellowships to participate in International Short Courses

The Centre for Development Innovation (CDI) at the Wageningen University and Research Centre (WUR) organizes international short courses for mid-career professionals related goverance, decentralization, social change, ecosytem governance, agriculture, sustainable markets, food and nutrition. Interestingly, individuals from several developing countries can apply and secure financial support through The Netherlands Fellowship Programme (NFP) to participate in these courses.

To apply for the fellowship, candidates need to first apply to the CDI and then simulateneous apply for the NFP fellowship. Online applications for a NFP fellowship should be submitted through the Nuffic system, Scholarships Online (SOL). This registration replaces your visit to the Dutch Embassy in your country. SOL registration will be possible 3 months before the NFP application deadlines.

Although the short courses are scheduled across different times of the year, it strongly advised to apply as early as possible for admission to our institute and to Nuffic to allow us enough time to process all the applications for admission in time.

Photo contest seeks entries

Professional, amateur and student photographers worldwide can enter a contest with a US$10,000 grand prize.

The International Photography Awards seek entries for its annual competition featuring eight professional categories - advertising, architecture, deeper perspective, editorial, photography book, fine art, nature and people.

The winner of each category will compete for International Photographer of the Year and the grand cash prize. Student and amateur winners in non-professional categories will compete for the title of the Discovery of the Year, a Lucie Statue and a US$5,000 cash prize.

A selection of 40-50 images of the winning entries will be featured in an exhibition in New York City. The best in show how will then travel to various countries to be included in photo festivals, galleries and other photography-related events.

Entry fees range from US$10-60 with a 10% discount for entries submitted by April 30. The regular deadline is May 31.

Competition for war correspondents


War correspondents worldwide can enter a competition.


The Bayeux-Calvados Awards for War Correspondents, sponsored by the Calvados General Council and the town of Bayeux, France, honor coverage of conflict situations or news events relating to the fight for freedom and democracy.

Categories include young reporters, long and short-form TV, radio, print, online and photojournalism.

The winner of each category will receive a EU€7,000 (about USD$9,840) cash prize. The report must have been published between June 1, 2011 and May 31, 2012.

Reuters seminar on global security coverage

Print, broadcast and online journalists from developing countries can apply for funding to attend a three-day seminar in Turkey.

TrustMedia, a Thomson Reuters Foundation Service, invites journalists to apply to attend "Reporting on Terrorism and Global Security," uniting security experts, authoritative commentators and journalists for a series of lively presentations and debates.

Topics will include the role of the media and how journalists can avoid being exploited by terrorists to help them achieve their goals, fragile states, the Arab Spring and its impact on al Qaeda and Islamist political parties, the impact of turmoil in Libya and Syria on the security of Europe, Middle East and Africa and much more.

Journalists from developed countries can apply, but only those from developing countries are eligible to apply for funding to cover travel and attendance costs. Applicants must be fluent in English.

Deadline upcoming: Photo contest

Photographers worldwide can enter an environmental photo contest.

The Asociación Empresarial Eólica of Spain seeks entries for the "Eolo 2012” photo contest.

The contest is open to professional and amateur photographers with images directly or indirectly related to wind power. Candidates should submit only one photograph.

The winner will receive a EU€3,000 (US$3,965) prize and will be announced on the organization's website May 18.

Press freedom fellowship

U.S. minority, African or Asian journalists from print, TV, radio and online outlets can apply for a fellowship in Austria.

The International Press Institute presents the Li Journalism Fellowship, a two-month program where fellows will focus on a research or other project based on some aspect of press freedom.

Fellows will receive a EU€1,000 (about US$1,321) monthly stipend and a monthly travel pass to cover public transport in Vienna.

Applicants must have at least five years' professional experience and have strong English-language skills. Submit an application form, resume, two references and two writing samples by May 1.

Fellowships to cover UN conference

Journalists worldwide can apply for a fellowship to cover a conference in Brazil.

The Earth Journalism Network (EJN) and O Eco offer fellowships for 12 journalists to attend the Rio+20 United Nations Conference on Sustainable Development held June 20-22 in Rio de Janeiro.

The organizers will cover travel to the summit, accommodation and a daily stipend.

The fellowship begins June 14 with journalism training sessions, pre-summit conferences and a field trip.

Applicants must provide a letter of support from their editor/producer/supervisor, have a demonstrated commitment to covering sustainable development issues and be fluent in either English, Spanish or Portuguese.

UNESCO’s International Training Course on Disaster Risk Management of Cultural Heritage

The UNESCO Chair on Cultural Heritage and Risk Management International Training Course on Disaster Risk Management of Cultural Heritage 2012 will be held from September 8-22, 2012 at Kyoto, Kobe, Tohoku (JAPAN).

The main objective of the course is to provide an overview of the various aspects of disaster risk management of cultural heritage.

The training course would include classroom lectures, field based learning through site visits and practical demonstrations at the World Heritage Sites of Kyoto and Kobe, workshops, team projects, discussions and individual/group presentations.

Opportunity for NGOs around the World to register for ECOSOC Consultative Status with the UN

NGO Branch at the United Nations Department of Economic Affairs invites non-governmental organizations around the world to register for the Economic and Social Council (ECOSOC) consultative status providing them the opportunity to take part in formal UN deliberations.

ECOSOC consultative status is governed by ECOSOC resolution 1996/31, which outlines the eligibility requirements for consultative status, rights and obligations of NGOs in consultative status, procedures for the withdrawal or suspension of consultative status, the role and functions of the ECOSOC Committee on NGOs, and the responsibilities of the UN Secretariat in supporting the consultative relationship.

Consultative status is granted by ECOSOC upon recommendation of the ECOSOC Committee on NGOs, which is comprised of 19 Member States.

Eligibility Requirements

International, regional, sub regional and national non-governmental, non-profit public or voluntary organizations may be granted the consultative status. NGOs affiliated to an international organization already in status may be admitted provided that they can demonstrate that their program of work is of direct relevance to the aims and purposes of the United Nations. In the case of national organizations consultation with the Member State concerned is required.

The NGO’s that can be granted the consultative status must:
have been in existence (officially registered with the appropriate government authorities as an NGO/non-profit) for at least two years,
have an established headquarters,
have a democratically adopted constitution, authority to speak for its members, a representative structure, appropriate mechanisms of accountability and democratic and transparent decision-making processes.

The basic resources of the organization must be derived in the main part from contributions of the national affiliates or other components or from individual members.

Organizations established by governments or intergovernmental agreements are not considered NGOs.

Status Categories

There are three categories of status: General consultative status, Special consultative status and Roster status.

General Consultative Status

It is reserved for large international NGOs whose area of work covers most of the issues on the agenda of ECOSOC and its subsidiary bodies. These tend to be fairly large, established international NGOs with a broad geographical reach.

Special Consultative Status

is granted to NGOs which have a special competence in, and are concerned specifically with, only a few of the fields of activity covered by the ECOSOC. These NGOs tend to be smaller and more recently established.

Roster Status

It is for those organizations that apply for consultative status but do not fit in any of the other categories. These NGOs tend to have a rather narrow and/or technical focus. NGOs that have formal status with other UN bodies or specialized agencies (FAO, ILO, UNCTAD,UNESCO, UNIDO, WHO and others), can be included on the ECOSOC Roster. The roster lists NGOs that ECOSOC or the UN Secretary-General considers can make “occasional and useful contributions to the work of the Council or its subsidiary bodies.”

Participation in International Conferences

NGO’s in general consultative status, special consultative status and on the Roster, that express their wish to attend the relevant international conferences convened by the United Nations and the meetings of the preparatory bodies of the said conferences shall as a rule be accredited for participation. Other non-governmental organizations wishing to be accredited may apply to the secretariat of the conference for this purpose.

Research fellowship open to journalists [Worldwide]

Journalists interested in taking on an in-depth research project can apply for a fully funded fellowship in Europe.

The European Institutes for Advanced Study Fellowship Program offers 10-month residencies in one of the following cities - Berlin, Bologna, Brussels, Bucharest, Budapest, Cambridge, Helsinki, Jerusalem, Lyon, Nantes, Paris, Uppsala, Vienna or Wassenaar.

The program offers two types of fellowships. Junior fellowships are offered to researchers with a PhD and 2-9 years of subsequent research experience. Senior fellows must have a PhD and at least 10 years of research experience.

Junior fellows receive a EU€26,000 (about US$34,002) living stipend and senior fellows receive EU€38,000 (about US$49,695). All fellows receive basic social security coverage, accommodation or support for relocation, a research budget and travel expenses (one round trip).

Applicants cannot apply to an institute located in their country of nationality or residence. Submit an application form, a list of previous publications, 2-5 research samples, a detailed research proposal and two recommendation letters by June 7.

The United States Agency for International Development (USAID) has announced a new funding opportunity under the new Annual Program Statement (APS) called “Development Innovation Ventures” (DIV) FY2012 and FY2013.

Through the DIV, USAID is seeking innovative solutions which are linked to solving a development challenge. These innovations should lead to transformative (as opposed to incremental) improvement to development outcomes that could ultimately scale across multiple developing countries and, ideally, multiple sectors in these countries. These solutions can include new technologies and new service delivery practices or novel or more cost-effective variations on existing practices.

DIV welcomes projects that find a new means to deliver an existing service or a new way to make an old model substantially more cost-effective. Applications may be considered for ongoing efforts provided they introduce a major new or innovative approach, dynamic, or element. Applications on all development topics and sectors are welcome; examples of the types of innovations that USAID/DIV might support are provided below.

Illustrative examples of innovative solutions that DIV may support include: New tools for more effective agriculture extension, and testing for the most effective way to reach scale; New approaches for sanitation demand creation and sanitation marketing; Behavior change approaches drawing on insights from psychology and behavioral economics; Solutions that advance equality between females and males, and empower women and girls to participate fully in and benefit from the development of their societies; New methods to reduce absenteeism among frontline health and education workers; Testing proof of concept for a solar lighting system distributed by local entrepreneurs at a price/service point that induces wide adoption; A rigorous evaluation for a larger scale innovative project that will itself be funded by other partners where the evaluation will demonstrate the magnitude of development outcomes and the cost-effectiveness of the project, and such evidence will help the project reach scale.

Proposals from different types of organizations such as NGOs, nonprofits, foundations, civic groups, international agencies, universities, colleges and others are accepted.

To submit the proposals, applicants have to first submit a Letter of Interest (LOI) and after its review, full proposals will be requested by DIV.

The N-Peace network – working to the leadership of women in conflict prevention, dispute resolution, reconstruction and peace building at the regional, national and community levels – is seeking nominations for the N-Peace Awards 2012.

The Knight-Mozilla OpenNews Fellowship seeks to place fellows in newsrooms worldwide to spend a year writing code in collaboration with reporters, designers, and newsroom developers.

Eight newsrooms will be hosting this year's fellows. The New York Times, ProPublica, Spiegel Online andLa Nacion are joining this year's project, along with some of last year's partners - the BBC, the Guardian,Zeit Online and the Boston Globe.

Local reporters and freelance journalists (see definitions below) working anywhere in the world may enter, provided their entries meet the submission criteria set out below. You can use an online form to send your article(s) or download a pdf form for printing, completing and posting with your entry.

The deadline for receipt of submissions is midnight (London time) 31st May 2012.

We do not accept entries sent before or after the submission period, under any circumstances.
Submission criteria:
Submitted articles must have been published between 1st June 2011 and the 2012 deadline
Accepted media: any print-based medium, such as newspapers and magazines, or established online publications. Blogs, personal websites and social media pages or channels are not accepted
Articles can encompass war reporting, human rights issues, cross-border troubles, corruption or other controversial matters impacting on people’s lives. Judges will be looking for professionalism, high journalistic standards, and evidence of dedication and courage in getting the story.
You may submit one, two or a maximum of three articles.

Freelance journalist: Freelance journalists are individuals who are not employed by a news organization. They are self-employed, providing services either on the basis of time or on the production of editorial materials defined by individual contractual arrangements and earn the majority of their income from journalism.

Pakistan, India oppose UN initiative on journalists' safety

Pakistan and India both opposed the Unesco’s initiative, other than Brazil. In all these three countries, journalists’ murders are rarely investigated. An arm of the United Nations, Unesco, has started looking into the killings of journalists.

The government showed its true colour on the question of press freedom in a recent meeting of Unesco in Paris where it neither produced any report of inquiry into the killings of journalists nor endorsed the UN draft plan on the safety of journalists and the issue of impunity.

Also, the country’s representative in attendance objected to the presence of NGOs working on journalists’ safety, in that important meeting of Unesco. The UN draft action plan, other than taking safety measures and devising inter-agency mechanism for protecting journalists, has proposed demanding of the member-states to pass legislations to prosecute the killers of journalists.

In a rare display of unity, Pakistan and India both opposed the Unesco’s initiative, other than Brazil. In all these three countries, journalists’ murders are rarely investigated. An arm of the United Nations, Unesco, has started looking into the killings of journalists in various parts of the world and plans to evolve a system to arrest this trend.

In the meeting held on March 23-24, the member-states were asked to inform about the status of inquiries conducted to investigate the murders of journalists killed in the period 2006-9, Pakistan being one of them.

Pakistan decided to be among those countries that didn’t produce any report, affirming the indifference of the government, according to the information obtained through Unesco report and further verified by Humaira Zia Mufti, the country’s deputy permanent representative there.

In a telephonic interview with The News, she said the Ministry of Information and Broadcasting was requested in September 2011 to provide the required details but nothing has been passed over to the diplomatic mission. Humaira said filing this report to Unesco is optional, not mandatory, but it doesn’t suit Pakistan standing in the rank of countries hiding such information. “There should be transparency as we recognize the people’s right of free access to information.”

In the prescribed period of 2006-9, as many as twelve journalists were killed with motive confirmed that they were murdered on professional grounds, not personal reasons.

They are: Munir Solangi (May 2006), Hayatullah Khan (June 2006), Mehboob Khan (April 2007), Noor Hakim Khan (June 2007), Javed Khan (July 2007), Muhammad Arif (October 2007), Zubair Mujahid (November 2007), Chishti Mojahid (February 2008), Siraj-ud-Din (February 2008), Mohammad Ibrahim (May 2008), Abdul Aziz Shaheen (August 2008), Abdul Razzak Johra (November 2008), Mohammad Imran (January 2009), Musa Khankhel (February 2009) and Janullah Hashimzada (August 2009). Of this lot, only in Hayatullah Khan case, a judicial commission was set up that deposited its report to the government but never made public. Instead of reporting on the investigations into the killing of above-said journalists, Pakistan representative told the meeting about the judicial inquiry into Saleem Shehzad killing occurred in May 2011, and about the journalist safety fund set up by the government.

Other countries that didn’t report to Unesco about the status of murder investigations included Haiti, Iraq, Somalia, Sri Lanka, Sudan, Kenya, Venezuela, Congo, Georgia and Turkmenistan etc.

As for the UN draft plan for journalists’ safety is concerned, it was blocked by member states that included India, Brazil, and Pakistan, countries where Committee to Protect Journalists (CPJ) research shows high levels of impunity in journalist murders. Although the IPDC’s (International Programme for the Development of Communications) action was considered a setback, the plan will now be submitted to another UN body for potential endorsement, according to CPJ. According to Jean-Paul Marthoz, a CPJ delegate in attendance of the Unesco meeting, the Pakistani representative objected to Unesco leading this journalist safety plan questioning whether it was within Unesco’s mandate to do so. “They (Pakistan, India and Brazil) also suggested much more time was needed to discuss the draft action plan (it’s been two years in the making, and six months since Unesco staff introduced an early draft of the plan in September 2011).”

Pakistan was the country, Jean-Paul said, which also complained about the presence of NGOs at the IPDC session.

Among its many points, the IPDC draft plan would establish a UN inter-agency mechanism to evaluate journalist’s safety, while strengthening the UN special rapporteur on the promotion and protection of the right to freedom of opinion and expression. The plan calls for assistance to member states in passing national legislation to prosecute the killers of journalists. It calls for partnerships between the United Nations and press safety organizations along with global awareness campaigns. It also calls for development of emergency response procedures for journalists in the field and provisions for press safety in conflict zones.

After this inconclusive session, UN officials said they would transmit the plan to the Chief Executives Board for Coordination where it could be considered for endorsement, according to a Unesco press release, as the board centralizes operations of all specialized UN bodies.

As The News asked Humaira Mufti’s position on not endorsing the draft that could be a revolutionary step towards the safety of journalists, she said she didn’t oppose the draft but the mandate of Unesco. Humaira said IPDC is a small council, not representing all the member states, and that she stressed on taking up this issue at UN Headquarters, instead of discussing in Paris.

Photojournalists can apply for a US$3,500 grant

Photojournalists from Central Asia, the South Caucasus, Afghanistan, Mongolia and Pakistan can apply for a US$3,500 grant.

The Open Society Documentary Photography Project and Arts and Culture Program presents a grant and training opportunity for photographers to produce a photo essay on a current human rights or social issue in the region.

Grantees will participate in two master-level workshops on visual storytelling through photography and multimedia. These workshops are led by internationally recognized photographers and industry professionals who will then provide ongoing mentorship and support throughout the six-month grant term.

The Open Society Foundations will pay travel and hotel expenses and provide a per diem to cover meals and incidentals for the workshops.

The 2nd International Citizen Media Award

Citizens worldwide can enter video or audio entries focusing on civic involvement and solidarity between generations.

The 2nd International Citizen Media Award competition is open to individuals, groups, associations, civil initiatives, producers, actors and editorial teams in the field of citizen media work created by private, non-commercial producers.

Entries may include individual products, short movie, movie in a television broadcast, video podcast - and audio - individual product, radio spot in a radio broadcast, podcast.

In the video category, the first-place winner will receive EU€1,000 (about US$1,330), the second-place winner will participate in an international media camp and the third-place will receive EU€300 (about US$400). In the audio category, the winner will receive EU€300 (about US$400).

The Grants for Editorial Photography

Photojournalists looking to pursue projects of personal and journalistic significance can apply for a grant.

The Grants for Editorial Photography, sponsored by Getty Images, support compelling social, political and cultural stories. Grants of US$20,000 each will be given to four photojournalists. In addition, one grant will be awarded, in conjunction with The Chris Hondros Fund, for extraordinary news coverage of a current event.

Both professional and student photojournalists are encouraged to apply. There is also an opportunity for young photographers to receive mentoring and support through the emerging talent award. Applicants must be under the age of 25 or currently enrolled in a full time photojournalism program.

Judges include Whitney Johnson, the director of photography at The New Yorker and Kira Pollack, the director of photography at Time Magazine.

Video contest offers free trip to Switzerland

Youth worldwide ages 18-29 struggling to find a job or working under poor conditions can express their views in a video contest to win a trip to Geneva.

The International Labour Organization will send three winners of its video contest on an all-expenses-paid trip to Geneva for the Youth Employment Forum held May 23-25.

Women PeaceMakers program

Applications are now open for the Women PeaceMakers program, which is an eight-week residency at the Joan B. Kroc Institute for Peace & Justice (IPJ), located on the University of San Diego campus in San Diego, California.

Four peacemakers selected to participate in this residency. The program pairs each peacemaker with a Peace Writer and a documentary film team to document her story and best practices. Selected candidates give presentations on their work both at the IPJ and in the San Diego community and have opportunities to exchange ideas and approaches to peacemaking and justice, increasing their capacity to participate in conflict resolution and peacebuilding efforts and in post-conflict decision-making.

This is a program open to women who have been involved in either official or unofficial peace processes and who may be working at the grassroots, national or international level. We select women who have been active in efforts to secure a just peace, namely, through conflict resolution and civil society participation that is inclusive and honors human rights. Women PeaceMakers must:
Have experience working directly in peacemaking and/or human rights efforts at a grassroots, national or international level.
Speak sufficient English to relate personal experiences. Written English is not necessary.
Be in a position to apply what is learned and/or to share with others at the conclusion of the residency program.

The United Nations Voluntary Trust Fund on Contemporary Forms of Slavery is now open to accepting proposals under its 2013 Call for Applications.

The Fund provides grants of up to $15,000 for projects aiming to provide humanitarian, legal and financial assistance to individuals whose human rights have been severely violated as a result of contemporary forms of slavery.

Contemporary forms of slavery include, inter alia, chattel slavery, serfdom, forced labour, debt bondage, the worst forms of child labour including children in armed conflict, forced and early marriage, sale of wives, widow inheritance, trafficking in persons, sexual slavery, sale of children.

Grants will be awarded to organizations providing direct assistance to victims of contemporary forms of slavery, including medical, psychological, legal, educational, social and economic assistance.

Applications from all regions will be accepted. All applications must be submitted in English, French or Spanish.

The Fund was established by the General Assembly in 1991 (A/RES/46/122) with the purpose to provide, through established channels of assistance, humanitarian, legal and financial aid to individuals who are victims of contemporary forms of slavery. The Fund is administrated by the Secretary General, who is advised by a Board of Trustees.

Nominations now open for Freedom to Publish Prize

The International Publishers Association (IPA) is calling for nominations for its annual Freedom to Publish Prize, which honours a person, organisation or institution that has shown courage in upholding freedom of expression and defending the freedom to publish. Nominations are due on 4 May 2012.

The winner will be announced on 11 June 2012 in Cape Town, South Africa. Last year's winner was Vietnamese underground publisher Bui Chat.

Petra Kelly Award

Heinrich Böll Foundation is seeking recommendations from the general public on nominees to become Petra Kelly Prize 2012. The Prize recognizes people and civil society organizations for their outstanding achievements in respecting human rights, fostering non-violent conflict resolution, and protecting the environment with this prize. The award is endowed with € 10,000.

With this award, the Heinrich-Böll-Foundation also remembers the life and achievements of Petra Kelly, cofounder and speaker of the German green party, and an outstanding person in the international ecological and pacifist movement.

The Heinrich-Böll-Foundation views the awarding of the Petra Kelly Prize as a political statement. The publicity, financial support, and political recognition related to the award should help to foster the advancement of the awarded person’s or group’s concern.

Candidates for the international Petra Kelly Award of the Heinrich-BöllFoundation should stand out through exceptional activities in one or more of the following areas:
Implementation and / or defence of universal human rights
Development of non-violent conflict management solutions
Environmental protection
Commitment to social justice
Promotion of intercultural communication and mutual respect among cultures

Initiatives to be nominated should be as clever and innovative as possible with regard to the theme or form, i.e. it should be novel and thus distinguish itself from comparable initiatives. The political claim of the candidates should transcend national boundaries and thus have topical strategic relevance.

Internews offers media policy fellowships

Journalists from developing countries, particularly those from post-conflict nations, can apply for a two-week fellowship at the University of Oxford.

The Internews' Global Human Rights Program offers ten fully funded media policy fellowships to attend theAnnenberg-Oxford Summer Institute on Global Media Policy.

Fellowships include tuition, housing, travel and a per diem for the duration of the program, June 18-29.

The annual program brings together young scholars and regulators to discuss important recent trends in technology, international politics and development and its influence on media policy. Countries represented at previous summer institutes include Jordan, Italy, Thailand, Kenya, China, Brazil, Egypt, Nigeria and Russia, among others.

Human rights workshop offers grants for journalists

Journalists can apply for a grant to attend a human rights workshop and council in Switzerland.

The GMedia Center will host a week-long human rights workshop in Geneva, in preparation for the Human Rights Council Universal Periodic Review (UPR), where countries like Algeria, Ecuador, Morocco, and Tunisia, among others, will have their human rights reports examined.

During the workshop, journalists participate in debates and discussions conducted by human rights experts from academia, media, UN agencies and international NGOs.

Journalists then attend and report on the UPR session concerning their respective countries and take part in press conferences and side events.

There workshop is free, but only qualified journalists will be chosen to receive grant sponsorship. Apply by April 30.

SIDA Grant for Democratisation and Freedom of Expression

The Swedish International Development Cooperation Agency (SIDA) has issued a call for proposals to provide grant support to individuals, groups and civil society organizations working for democratization and freedom of expression.

The call is part of the Special Initiative for Democratization and Freedom of Expression launched in 2009 for a three-year period. Now, the Government of Sweden has decided to extend this initiative in order to continue strengthening Sweden’s overall work for democracy, human rights and equal access to justice.

The Special Initiative aims to improve the conditions for actors for change to work for enhanced democratization and freedom of expression. It targets individuals, groups, civil society organizations and other relevant actors at local, national, regional and global levels, and attends to threats against democracy and freedom of expression, and restrictions on the freedoms and human rights of girls and boys, women and men.

Grant will be offered to entities belonging to countries and contexts characterized by lack of respect for human rights and where fundamental freedoms are hampered and where there is limited room for political pluralism.

The support must be directed to interventions and actors for change with restriction to countries eligible for official development assistance (ODA-recipient countries) according to the OECD/DAC-classification.

As this is an open call for proposals, full applications are required to be submitted in the format given in the Guidelines for Applicants document.
