The French Republic’s Human Rights Prize 2012, “Liberty, Equality, Fraternity” for NGOs

The 2012 Human Rights Prize of the French Republic, “Liberty, Equality, Fraternity” is now open to accepting applications from NGOs around the world. The prize is to be presented to the winners by the Prime Minister of the French Government. The prize has a total grant award of €75,000.

The Prize is awarded for individual or collective action on the ground, irrespective of nationality or borders, undertaken in France or abroad, with respect to one of two themes.

NGOs, irrespective of nationality or borders, should present a field mission or project undertaken in France or abroad in 2012 concerning one of two themes:

The fight against impunity

Prize-winning projects may focus on advocacy actions aimed at publicizing resources for combating impunity and training public and civil society actors; on actions for mobilization around reforms that are crucially important to the fight against impunity; on the accompaniment of victims as part of or in parallel with judicial proceedings; and on support for transitional justice mechanisms and the compilation of archives on violations of human rights. These are not the sole avenues for action.

Economic and social rights and sustainable development

Prize-winning projects may focus on advocacy actions in support of integrating human rights into development policies, on actions aimed at supporting the participation of populations, and on actions that fully incorporate economic, social and cultural rights and take account of the living realities of people most exposed to environmental risks and hazards

Five prize winners will share a total award of €75,000 granted by the Prime Minister.

A special mention will be conferred on the five runners-up. Applications must comply with the prize regulations.

United Nations and the Nippon Foundation of Japan announce Fellowship Programme

The United Nations and the Nippon Foundation of Japan announce opening of applications for the fellowship programme.

The objective of the fellowship is to provide opportunities for advanced education and research in the field of ocean affairs and the law of the sea, and related disciplines including marine science in support of management frameworks, to Government officials and other mid-level professionals from developing States, so that they may obtain the necessary knowledge to assist their countries to formulate comprehensive ocean policy and to implement the legal regime set out in UNCLOS and related instruments.

The 9-month Fellowship Programme is composed of two consecutive phases which provide Fellows with advanced and customized research and training opportunities in their chose fields:
Phase One: 6-month Advanced Academic Research and Study – undertaken at one of the prestigious participating Host Institutions and under the guidance of subject matter expert(s) who have recognized in-depth expertise in the Fellows’ chosen field of study.
Phase Two: 3-month Research and Training – normally undertaken at DOALOS at the United Nations Headquarters in New York.

Candidates wishing to be considered for a Fellowship award must ensure that they meet all the following criteria:
You must be between the ages of 25 and 40;
You must have successfully completed a first university degree, and demonstrate a capacity to undertake independent advanced academic research and study;
You must be a mid-level administrator from a national government organ of a developing coastal State, or another government related agency in such a State, which deals directly with ocean affairs issues, and your professional position must allow you to directly assist your nation in the formulation and/or implementation of policy in this area. This includes marine sciences and the science-policy linkage. Your “Nomination and Recommendation Form” should be completed by a Government official who can attest to the nature of your work with respect to the Government’s ocean affairs and law of the sea related activities, and indicate how an Award would directly contribute to these activities; and
Your proposed research and study programme must contribute directly to your nation’s formulation and/or implementation of ocean affairs and law of the sea policies and programmes.

Access Innovation Prize

Journalists with innovative ideas about improving digital communication can participate in this contest.

Accessnow.org, a nongovernmental organization pushing for digital freedom, invites innovators to participate in its Access Innovation Prize 2012. Applicants should submit feasible and original ideas that employ information technology to promote and enable human rights and social good.

Applicants can submit ideas that fall into one of five categories, two of which are the "Golden Jellybean," which focuses on the promotion of communication technologies, and the "Access Facebook Award," which focuses on the use of Facebook as a platform to enact change.

The winner in each category will receive US$20,000.

To apply, applicants are asked to address: the basic idea and why it is needed; who will make use of it; the code, bits and platforms of the technology; how to make it happen; how to keep it going; potential risks; and the idea's track record.

Images of justice photo contest

Photojournalists, students and amateur photographers around the world whose work focuses on law and justice can participate in this contest.

The University of Adelaide Law School is seeking entries for its 2012 photographic competition. The contest is an opportunity for photographers and the university's law school to consider the law in a different light. The theme offers photographers a license to explore the law through imagery. This could include portraiture, documentary photography, digitally manipulated works or photo essays.

The competition has three categories of participants: students, Including high school and tertiary students; community members; and professionals, which include photographic artists and photographers.

The first prize in each category will be US$1000. Winners will be announced and prizes awarded at an Images of Justice ceremony, which will be held in September at the University of Adelaide in Australia.

India, BD, Nepal top info-sharing states in South Asia







Pakistan has been ranked 72nd whereas neighbouring India grabbed the 3rd position in the latest Right to Information (RTI) rating conducted in 90 countries about granting access to public record indicting government’s denial to the people’s right to know.

The study jointly carried out by Canada-based Centre for Law and Democracy and Spain-based Access Info Europe has found that other South Asian countries like Bangladesh and Nepal stand far above in RTI rating in comparison to Pakistan that already has earned notoriety through Corruption Index ratings. While Bangladesh has secured 13th position and Nepal stands at 17th position, Pakistan is among the last 20 countries in the Global RTI rating.

Tall promises made by the federal government and Punjab government to introduce laws granting liberal access to the citizens and media to public information have turned out to be hollow. The Senate Standing Committee on Information and Broadcasting has just woken up and constituted a sub-committee to reconsider ineffective draft bill of former MNA Sherry Rehman and only in the consultation with the Ministry of Information without involving civil society organisations and media.

Again, the Parliament that passed the highly controversial amendment in Contempt of Court Law after only 68 minutes debate is unlikely to proceed with same diligence on Freedom of Information Law. Likewise, provincial governments of Punjab and Khyber-Pakhtunkhwa (KP) have been sitting on the draft laws since 2010 without making any concrete effort to get it passed from the provincial assemblies. Balochistan and Sindh framed laws in 2006, a pre-requisite for World Bank loans, but they only copied Freedom of Information Ordinance 2002, again an effective legislation.

In the RTI rating, two nascent democracies in the Eastern Europe, Serbia and Slovenia, secured first and second positions respectively in the RTI rating. Mexico that is otherwise considered very hostile to journalists due to drug cartels has been ranked at 7th position in the RTI rating. Ethiopia, another country unsafe for journalists due to non-state actors, has earned 10th position. Even Yemen boasts of having liberal access to information as it has been ranked at 20th position.

As far as Pakistan’s position is concerned, a recent countrywide survey conducted by a Pakistani NGO, Centre for Peace and Development Initiatives (CPDI), to study the effectiveness of the laws pertaining to access to information found that out of 54 departments approached, only two departments provided the required information.

The other 25 departments also responded positively but only after the applicant had to seek the intervention of the federal or provincial ombudsman. Owing to the ineffectiveness ofthe relevant laws, the CPDI demanded of the federal and provincial governments to repeal the existing information laws and enact new ones with strong and effective implementation mechanisms so that the constitutional right to information of the citizens could be ensured.

The CPDI requested the government departments to provide copies of the contracts of the development schemes and projects carried out in financial year 2010-11 along with the details about the utilisation of the development funds. The information requests were submitted to federal, provincial and district government departments in the 1st quarter of 2012 under Article 19-A of the Constitution, Freedom of Information Ordinance 2002 and Section 137 of the Local Government Ordinance 2001.

These findings coincide with a recent decision of the Senate Standing Committee on Information and Broadcasting to constitute a sub-committee for devising a law but only in consultation with the relevant ministry, a move sparking resentment and reservations about the possible outcome of an exercise finalised through bureaucratic input.

The CPDI advocating for RTI has come forward to express its concerns. A press release issued on Friday called for expanding the scope of the sub-committee saying that working with bureaucracy alone at Ministry of Information and Broadcasting is likely to compromise citizens’ right to information as the bureaucracy is afflicted with the malaise of dilly-dallying whenever information is sought from government departments under the existing information laws.

Therefore, Senate Committee on Information and Broadcasting should actively engage journalists and citizens’ groups in the process of finalising law of right to information, said the press release. This is vitally important as implementation mechanism envisaged in Sherry Rahman private member bill, the one under consideration of the Committee, is equally ineffective as the one envisaged in Freedom of Information Ordinance 2002 which the proposed Sherry Rahman information law seeks to repeal.

Since ensuring citizens’ right to information is a specialised job, countries of the region like Bangladesh, Nepal and India have entrusted the task of protecting this right to independent and autonomous information commissions. Contrary to this, both Sherry Rehman’s private bill and Freedom of Information Ordinance 2002 entrust this task to Federal Ombudsman, a body specialised in solving maladministration related issues, which has proved to be a toothless appellate body as it sees the right to information from narrow prism of maladministration issue, said the press release.

The CPDI urges the Senate Standing Committee on Information and Broadcasting to play its role proactively in enacting an effective right to information law which is at par with those enacted in the region through active involvement of journalists and citizens’ groups working in the area of right to information in the country.

Seeking papers for the conference on the topic development-induced displacement and resettlement in which all the developed and the developing nations are invited.

In view of the conference theme, “bridging research and practice, filling the knowledge gaps”, papers facilitating cross-communications between different stakeholders, disciplines and perspectives are very much welcome. As a forum for critical reflections on the current practice and policies, the conference encourages presenters to engage in discussions on the least studied aspects and unanswered questions of DIDR.

This theme will look into strengths and weaknesses of laws and policies, impracticalities and in sufficiencies, what works and what does not. Papers might explore the gaps between policy and practice, address the possibilities of having over-arching legal and policy frameworks or discuss the idea of ’success’ in the context of resettlement. This 3rd edition has been launched at the Thematic Session on Water Cooperation organized by the Government of Tajikistan at the Rio+20 Summit in Brazil.

The purpose of the Award is to promote efforts to fulfill international commitments made on water and water-related issues by 2015 through recognition of outstanding best practices that can ensure the long-term sustainable management of water resources and contribute to the achievement of internationally agreed goals and targets as contained in the Millennium Development Goals (MDGs), Agenda 21 an the Johannesburg Plan of Implementation.

Best practices shall be aligned with the Water for Life Decade’s objectives. Best practices can focus on a variety of subjects such as Integrated Water Resources Management (IWRM), adaptation to climate change in the water sector, improvements in water quality, promotion of water efficiency, improvements in water governance, establishment and management of protected areas, and creation of public awareness.

Alexander von Humboldt-Foundation’s International Climate Protection Fellowships

The Alexander von Humboldt-Foundation is accepting applications for the fourth round of International Climate Protection Fellowships which are offered to prospective leaders from transition and developing countries who work on climate protection and resource conservation issues in NGOs (as well as in the academica, business or government).

The fellowships provide an opportunity for selected candidates to come to Germany for a year to conduct a project dedicated to the sharing of knowledge, methods and techniques together with a host. This encourages the creation of a network in which German and foreign experts collaborate on a sustainable, international basis to combat climate change and its global consequences. The fellowships are funded under the Federal Environment Ministry’s International Climate Protection Initiative. There are 15 fellowships available for this.

World Health Organization scholarships open to journalists

Health journalists can apply for a fellowship.

Internews is partnering with the World Health Organization to launch fellowships for 10 journalists to attend the 11th World Conference on Injury Prevention and Safety Promotion in New Zealand from September 28 – October 4, 2012.

Journalists from all developing countries can apply but priority is given to journalists working in the 10 Road Safety target countries identified by the World Health Organization: Brazil, Cambodia, China, Egypt, India, Kenya, Mexico, Russia, Turkey and Vietnam.

The theme of Safety 2012 is “Connecting pathways for a vibrant and safer future.” Held biennially under the auspices of WHO, the conference brings together the world's leading injury prevention and safety researchers, practitioners and advocates, to build knowledge and strengthen the fields of injury prevention and safety promotion worldwide.

The scholarships cover attendance to the conference - including the cost of airfare and lodging - and include specialized training on road traffic and other safety issues prior to the conference as well as expert follow-on mentoring on journalistic skills relevant to such coverage after the conference.

Knight-Mozilla newsroom fellowships

Developers, technologists, engineers or programmers interested in journalism can apply for a US$60,000 yearlong fellowship.

The Knight-Mozilla OpenNews Fellowship seeks to place fellows in newsrooms worldwide to spend a year writing code in collaboration with reporters, designers, and newsroom developers.

Eight newsrooms will be hosting this year's fellows. The New York Times, ProPublica, Spiegel Online andLa Nacion are joining this year's project, along with some of last year's partners - the BBC, the Guardian,Zeit Online and the Boston Globe.

Along with the stipend paid over ten months, the fellowship provides supplements for housing, childcare, health insurance, moving expenses and helps pay for research/equipment and books.

$10,000 Grant at David Kato Vision & Voice Award in the field of Human Rights

The David Kato Vision & Voice Award is awarded annually to an individual who demonstrates courage and outstanding leadership in advocating for the sexual rights of lesbian, gay, bisexual, transgender and intersex (LGBTI) people, particularly in environments where these individuals face continued rejection, marginalization, isolation and persecution. The award will be accompanied by a one-time grant of $10,000. The award recipient will be invited to accept the award at a key annual event.

Nominations for the award are accepted for any individual whose leadership and life work has directly contributed to addressing the sexual rights of LGBTI people in their community. An individual can be self nominated or be nominated by an individual or organization familiar with the nominee’s work. Nominations must be submitted online and can be completed in English, French or Spanish.

Applications must be submitted by 31 August 2012 (23:59 GMT) and according to the nomination guidelines.

Nominations for the award are accepted for any individual whose leadership and life work has directly contributed to addressing the sexual rights of lesbian, gay, bisexual, transgender and intersex (LGBTI) people in their community.

An individual can be self nominated or be nominated by an individual or organization familiar with the nominee’s work.
      - Nominees will be assessed according to the following five key criteria:
      -  Proven leadership in promoting the sexual rights of LGBTI people;
      -  Evidence of commitment to issue;
      -  Demonstrated courage in overcoming obstacles;

Asian Rural Women’s Coalition Call for Nominations

The Asian Rural Women’s Coalition (ARWC) has issued a call for nominations to commemorate 100th year of the International Women’s Day in March 2011 and in furthering its mission to strengthen the unity and advance the struggle of Asian rural women.

ARWC is inviting nominations for its special award Honouring 100 women to mark 100 years of Women’s Resistance in 2011. This special award honours 100 women from Asia who have displayed creativity in rural life, courage, empowerment, resistance in the face of crisis and disasters and who have tirelessly worked to improve the quality of life in rural communities.

Eligibility:
Nominees should be women and women’s groups currently active in rural life whose efforts have not yet been acknowledged by other awards. They may not nominate themselves.
The nominating organization or individual must have direct experience of the nominee’s work. The nominator may not nominate a family member, be a member of the nominated organization, nor can an organization nominate its senior officer (i.e. founder, president etc.). No more than 3 nominees may be presented by the same person/organization.

Nominations must include the following items:
Signed letter of nomination indicating how the nominator knows the nominee and for how long.
Biographical data on the nominee (full name, age, education, place of work, background) and a detailed history of the nominee’s creative project (written by the nominator) including her motivation, innovative aspects, any obstacles overcome, and the impact in the community. Stories and quotes from the nominees are also encouraged.
One signed endorsement letter from organizations or individuals other than the nominator and, if possible, additional supporting materials such as newspaper articles or publications.
A few labelled photographs clearly showing the nominee(s) for possible publication on ARWC website and other publications.

Sundance Institute Documentary Fund grants open

Journalists and filmmakers can apply for a grant.

The Documentary Fund provides grants to filmmakers worldwide for projects that display innovative storytelling techniques, global relevance, contemporary social issues and potential for social engagement.

Sundance Institute Documentary Fund grants are announced twice a year. Since its inception, the Fund has supported more than 500 films in 61 countries.

Applications are open for two categories of projects: -Development funding is provided to projects that are between development and preproduction. Grant amounts for this category are up to $20,000. There is no reel required with an application, but clips, teasers, trailers, or images are highly encouraged. A previous work sample is required.

-Production/Post-production grants provide funds up to $50,000 to filmmakers in various stages of the production and post-production process. Applications are required to include continuously edited material that is approximately 20 to 75 minutes for the project being proposed. The reel should convey the narrative and aesthetic visual for the final film. If available for consideration, longer cuts and fine cuts may be submitted. A previous sample work must also be included with the application.

Global Film Initiative grants accepting applications

Filmmakers can apply for a grant.

In its continuing effort to promote original storytelling by individuals from around the world, the Global Film Initiative has announced a call for applications for the Summer 2012 cycle of its narrative feature film production grants program.

Applications are accepted for feature-length, narrative film projects in all stages of production by directors from eligible nations of Africa, Asia, the Caribbean, Central and Eastern Europe, Latin America, the Middle East and Oceania. A .pdf of country eligibility is available here.

The grant program awards 15-20 grants per year, of up to US$10,000 each, to filmmakers whose work exhibits artistic excellence, authentic self-representation and accomplished storytelling. Funds received from grants are used to support completion of film production and to subsidize post-production costs such as laboratory and sound mixing fees, and access to advanced editing systems.

RNTC, the international training institute serving media professionals working in broadcast, print and online media is offering the RNTC Fellowship Fund to support journalists, programme-makers, broadcast trainers and managers from around the world who are looking to develop their media skills, but do not have enough financial means to pay for the costs of the course of their choice.

The fellowships are available for the following courses:
1. Mastering Social Media
2. Multimedia Journalism and Water

RNTC Fellowships cover the course fee (up to 50%), not the costs for travel and accommodation. The number of fellowships that RNTC can provide, however, is small.

RNTC’s Fellowships are available for professional journalists, programme-makers, broadcast trainers and managers coming from the following countries (a combined NFP list and low-middle-income countries according to the World Bank criteria):

Afghanistan, Albania, Armenia, Autonomous Palestinian Territories, Bangladesh, Benin, Bhutan, Bolivia, Bosnia-Herzegovina, Brazil, Burkina Faso, Burundi, Cambodia, Cape Verde, Colombia, Costa Rica, Cuba, Democratic Republic of Congo, Ecuador, Egypt, El Salvador, Eritrea, Ethiopia, Georgia, Ghana,Guatemala, Guinea-Bissau, Honduras, India, Indonesia, Iran, Ivory Coast, Jordan, Kenya, Kosovo, Macedonia, Mali, Moldova, Mongolia, Mozambique, Namibia, Nepal, Nicaragua, Nigeria, Pakistan, Peru, Philippines, Rwanda, Senegal, Sierra Leone, South Africa, Sri Lanka, Sudan, Surinam, Tanzania,Thailand, Uganda, Vietnam, Yemen, Zambia, and Zimbabwe.

The scholarships will be awarded on academic and professional merit.

IDFA (International Documentary Film Festival Amsterdam) DocLab is looking for interactive and new media projects for its annual competition for digital documentary storytelling.

IDFA DocLab is a festival program within IDFA, showcasing interactive webdocs and other new forms of digital storytelling that expand the documentary genre beyond linear filmmaking.

Since its launch in 2008, IDFA DocLab has developed into an international platform and an official competition program. Projects that previously premiered at IDFA DocLab include GazaSderot, Highrise/OutMyWindow,Welcome to Pine Point, PrisonValley, From Zero, Young Me Now Me and others.

Public outreach fellowship open to journalists

Journalists who want to create innovative approaches to social issues can apply for this fellowship.

The Open Society Fellowship seeks “idea entrepreneurs” from across the world who aim to challenge conventional wisdom and are committed to achieving democracy and accountability.

Project themes should cut across at least two areas of interest to the Open Society Foundations. Among these are human rights, government transparency, access to information and to justice, and the promotion of civil society and social inclusion.

Applicants should be fluent in English and possess a deep understanding of their chosen subject, along with a track record of professional accomplishment.

The application deadline is August 1.

National Endowment for Democracy seeking applications for Reagan-Fascell Democracy Fellowship

Applications invited for Reagan-Fascell Democracy Fellowship in political, social, economic, legal, or cultural aspects of democratic development .

The Reagan-Fascell Democracy Fellows Program offers five-month fellowships to practitioners to focus on strategies and best practices for developing democracy in their country of interest; and to scholars to conduct original research for publication. Projects may address the economic, political, social, legal, or cultural aspects of democratic development and include a range of methodologies and approaches. While the two tracks share many common elements, they have different eligibility requirements and distinct goals, activities, and products associated with them.

Eligibility -

Citizens of any country may apply.
          Proficiency in the English language.
          Topics focusing on the political, social, economic, legal, or cultural aspects of democratic development
          Availability for a full-time, residential fellowship at the International Forum for Democratic Studies in              Fall 2012 (October 1, 2012–February 28, 2013) and/or Spring 2013 (March–July 2013)
